The character bios released recently have the same phrases when they show the girls in their normal state, and indeed, looking at the bio text now, it does indeed state that they say these phrases to transform.
The bio pictures out now show nothing of the weapons that the original pilot characters had -- not sure what to make of that. I'll have to sit down and translate all of the bios to see if any mention is made of them.
The story of this new show follows the same as in the pilot, though. I translated the "Story" section of the press release that Tiki linked to:
Enigmatic Substance: Professor Utonium studies Chemical X with his assistant & son, Ken-kun. In their studies, Chemical X brought them great fortune!! But Chemical X caused a violent chemical reaction, so a new material, Chemical Z, would change all that.
Like on a certain day, when unusual weather caused iceberg after iceberg to come ashore, and it was decided to deal with it by shooting them with Chemical Z. The magnificent icebergs were wiped out, but somehow they scattered white light and black light. Akatsutsumi Momoko, Goutokuji Miyako and Matsubara* Kaoru, quite ordinary first-year junior high school students living quite ordinary lives, are bathed in Chemical Z's white light.
And thus that explosive sweet trio, the Powerpuff Girls Z were born!!
* I'm guessing on Kaoru's surname, as there are four surnames that use the same kanji spelling. Matsubara seems most common.
(The "black light" hit people like Mojo, the Gangrene Gang, et al...)
There is a longer "Story" section on some promotional material. I'll set about translating that and the character bios when I have time. Keep an eye on the powerpuffgirlsz community.

This was the henshin sequence from the pilot: http://ppgcom.gooside.com/ppgz/ppgz_transformation.mov
(There's mostly background noise as this was camcordered off a screen at the 2005 Tokyo Anime Fair.)
