It looks a lot like a Japanese boy's school uniform and bookbag...but then I don't know what Japanese mail carriers look like, so it could resemble the latter more than the former for all I know.
Could be! Though, I agree, I haven't seen many middle school uniforms with hats. (We certainly saw a bunch of grade school kids decked out in caps.) Also, you couldn't know this, but there's another Stitch in the series who's decked out in a yellow rain slicker and hat, which made me think this was supposed to be a messenger Stitch of some kind.
But I just wanted to note that yes, this is a Japanese school uniform. The hat is a retro-touch; I don't think most schools require students to wear the hat, but in earlier decades it was part of the uniform (along with requiring male students to have close-cropped hair). Seita, the brother from Grave of the Fireflies, wears a similar hat.
I would wager this is Yet Another Seasonal Stitch series. The school uniform with cap could either be Graduation (March) or First Day of School (April). There's a famous song called Koukou Sannensei (Third Year of High School) about graduation, and I think the singer traditionally wears this uniform.
The rainslicker and hat would be for Tsuyu, or the rainy season. I think that's around May/June.
Aha! I forgot about Grave of the Fireflies. Mainly because, I force my brain to block out Grave of the Fireflies lest I spend the day in suicidal depression. Aiiiii, so sad.........
Oooh. This is true. Could be schoolboy Stitch. I don't know many schools, even in Japan, that they would wear hats. ^^; At first I thought the bag was a scarf.
