That's Orange Bird. Disney developed him for the Florida orange growers in the 70s. He starred in orange juice commercials with crusading homophobe Anita Bryant. This is why you don't see him in the US much anymore, or ever really.

Japan seems to have rediscovered him a few years ago, and he's appeared on quite a few chara goods.
