Yeah, the Minna No Uta segments are used between kids' shows as filler. A lot of them pair fantastic singers and songs with gorgeous animations, and my understanding is that a handful have been collected on either DVDs or CDs, I forget which. They get retired after a few months, so falling in love with them is always dangerous.
Just the kind of thing I remember seeing on NHK at 3:55am or something...
For the first 4-5 days in asia I'll wake up at 2am all jet-lagged and stay up watching NHK (the only station on at that time) till I finally feel sleepy again around 4-5am. Occasionally I'll see something spectacularly cool like this and feel sad that I'll probably never see it again...
I don't think this one would have been between kids' shows, given how most of the kanji in the lyrics did not have furigana, suggesting that it was expected that adults would be reading it.
