Apparently it's more that he has a light in his mouth. Text reads "When he opens his mouth, the lamp glows!"

I can only assume he uses it to lure unsuspecting fish and insects into his Stitchy maw.

"Paka pika paka pika" is onomatopoetic. "Paka" is the sound of his mouth opening agape, and "pika" is the sound something makes when it glitters in shininess.

I think it's a "glimmer" sound effect. I believe the front says something like "When you open the mouth, a lamp lights up!"
