It's Glitter Bonnie, a.k.a. Experiment 149. We're starting to see more product from Japan featuring this eeeeevil gal, possibly because she's one of the few female Stitch cousins.

Sparky actually makes some sense, as he's electrical, and would be expected to be extra shiny.
